Our Goals
1. “Priscilla’s Law”: All E-bikes (Citibike & Commercial) and E-scooters require registration and visible plates. Intro 0606-2024 City bill and A 9092 State bill).
1a. All E-bikes require inspection and insurance (Bill A9114/S9208).
2. All battery and gas-powered motorized vehicles with no plate, forged paper plate or altered plate are confiscated and can only be reclaimed after paying a fine and proof the issue is cured. Second violation is permanent confiscation plus fine.
3. Parks “pilot” program cancellation: effective immediately. Inclusive of: E-Bikes and all E-mobility vehicles; Motorcycle Mopeds, E-standing scooters; E-skateboards; E-unicycles; Hoverboards and E-pedicabs (Bill 0060-2024).
4. All battery and gas-powered motorized vehicles sold in NYS must be registered before leaving the store or shipped. All sales must prove that customer possesses a valid NYS Driver’s License. (Bill A8450/S7703, PASSED)
5. Fines for moving violations to all motorized vehicles. Fines can be used to fund NYPD enforcement. Empower NYPD Traffic Agents to enforce traffic laws for all motorized vehicles. Increase the penalties for leaving the scene of an accident involving two and three-wheeled vehicles, motorized, or unmotorized. (Bill S1246/A9048)
6. Accurate reporting for all E-vehicle and moped crashes. This would require a change in the DMV and police forms used to report accidents to reflect specific type of motorized vehicle. (Bill A 7628/S7610, PASSED)
7. Citi-Bike ID #’s must be clearly visible on the front and back of the bike with reflective numbers 4” high and 3” wide. Citibike first time users required to take safety course and pledge to follow the laws on the books.
8. Riding on sidewalk results in confiscation of e-vehicle, moped, or bicycle that can be reclaimed after paying fine. A second offense in 365 days results in permanent confiscation and a fine.
9. Reverse MTA policy, enacted April 2023, permitting personal electric vehicles on all subways and buses.
10. Delivery App Riders required to: install and use front and rear lights; an audible bell; wear reflective vest with personal ID number, and wear helmets. If delivery rider is cited in process of delivery, both the app and the rider will be fined for the violation.

This bill would require every bicycle with electric assist, electric scooter and other legal motorized vehicle that is not otherwise required to be registered with the DMV, to be registered with DOT and receive an identifying number which would be displayed on a visible plate affixed to the vehicle.
